Expat is available for the Cygwin netrelease via the Cygwin mirrors.
You can also get the sourcepackage with a small patch and a script
where you can see the details how I build the Cygwin version of
Expat.

I use the Cygwin toolchain to build libexpat like it is done on
Linux too. This includes the autotools and GCC. Take a look at the
Cygwin source package to get familiar with building on top of Cygwin.
