Initial Comment:
expat-1.95.6/lib/expact.h references XML_Status before
declaring it.  Discovered while trying to build
Sablot-0.97 from <http://www.gingerall.com/> on a Linux
Mandrake 9.0 system.

Solution was simplest move declaration and associated
comment towards the top of expat.h.
